This paper on investment in education and training is the first in a series that the World Bank is preparing to stimulate discussion of sectoral policies for Africa in the 1990s and beyond. It has three main objectives. The first is to identify and describe common problems and issues of educational development in Africa. The second is to provide leaders in each country with comparative data and analytical tools for developing their own policies and priorities. The third is to suggest for consideration specific policy directions by national education authorities and by donors. This paper will meet its objectives if it helps initiate serious reflection and debate in Africa on future directions for the sector. Continue reading
